On March 14, 2018, Zhengcheng International Lecture Hall witnessed the Second Faculty Conference and the Fifth Labor Union Congress of HBAFA.

The conference was attended by Zhen Zhongyi, the President, Zhang Jianmin, Managing Vice President, Zhang Ziyan, Vice President, Wang Zhimin, Deputy Party Secretary, Vice President and Labor Union Chairman, Zhen Xinheng, Inspection Department Secretary and Vice President, Zhen Mo, Vice President, and retired leaders, including Liu Yuehai, Guan Donghua, Yang Zhenjiang. The representatives of the Faculty Conference and Labor Union Congress as well as informal faculty delegates also attended the conference. In total, there were 104 attendees with 24 people absent, which was in line with the legal number of participants. It was hosted by Sun Zhiqiang, Vice President.

At 8 o’clock, the conference was opened with the solemn national anthem. In the conference, President Zheng Zhongyi delivered the work report of HBAFA, entitled Set the Academy on a New Journey with Concerted Efforts and Practical Work. He reviewed the major jobs in 2017, summarized the achievements from 11 aspects, and made a plan in 2018. Centering on the “double assessments” in 2018, he pointed out we should carry out the work from 10 aspects, such as evaluation promotion with joint efforts, talents cultivation improvement with deep education reform, student all-round development with administrative perfection, scientific research capability improvement with scientific research reinforcement. With bright theme, clear thoughts and prominent key points, the work report is of significance in terms of guidance.

In order to encourage the faculties and well-know experts, President Zhen Zhongyi announced two policies. Firstly, after 8 years of work in a department, the director, with no violation, is able to ask for a transfer with a lifetime professor title and the same salary. Secondly, the Academy has set the Special Contribution Award with 6 ranks, which are 1,000,000 yuan plus, 1,000,000 yuan, 600,000 yuan, 400,000 yuan, 300,000 yuan, and 200,000 yuan.

In the conference, the new Labor Union Chairman was elected. Wang Zhimin announced that Sun Zhiqiang won the election. Then, Wang Zhimin gave a sentimental speech, reviewed his 11-year work experience in HBAFA, especially the time after he was elected Labor Union Chairman in 2013, and expressed gratitude for others’ support.

Afterwards, group discussion was held. Being highly responsible for the Academy, four groups reviewed, discussed and passed the Academy Work Report in 2017, Labor Union’s Work Report in 2017, Financial Report in 2017 and Budget in 2018, and Articles of the Board of Supervisors in Hebei Academy of Fine Arts(Revised).

Besides, new members of the Board of Supervisors were elected with secret ballots. Then, the 13 new supervisors held a internal meeting and elected Zhen Xinheng as the President of the Board and Ma Lifeng as the Vice President of the Board.

Moreover, the distinctive middle-level cadres were awarded with bonus and honor. Zhang Jianmin, Vice President, announced the award decision and conferred “Outstanding Middle-level Cadre of HBAFA” on 20 individuals, including Ma Lifeng and Wang Jie. They were given certificates and bonuses and encouraged to contribute to the Academy with bigger responsibility, higher passion and better achievements.
